What is the DLD fee?

Every property transfer in Dubai carries a 4% registration fee paid to the Dubai Land Department, plus small admin and Oqood/title fees. On a ready property this is normally split by custom but usually paid by the buyer; on off-plan it is charged when the sale is registered. On an AED 1,000,000 property, the 4% fee alone is AED 40,000 — a real, upfront cost on top of the price.

What a DLD waiver actually means

A DLD fee waiver (sometimes marketed as "DLD paid" or "4% DLD free") means the developer covers that 4% for you as a purchase incentive, most often on new off-plan launches. It is not the government waiving the fee — the fee is still paid, but the developer pays it instead of you.
